The background to the project is a strong increase in net spending on health and care services.
In general, the scope of nursing and care services in the municipal sector is growing year by year (Otnes 2015) and the cost growth in the health sector is perceived by many as the most important health policy challenge in the long term. The reasons for the expected cost growth are increases in need, primarily as a result of aging and increases in the number of frail elderly people. As KS points out in its request for proposals, net expenditure on health and care services grew by around eight percent from 2017 to 2018. This is far higher than what changes in demographics would indicate.
