Senior researcher specializing in sustainable societies, transportation, geopolitics and the effects of climate change in the Arctic.

Julien Lebel er seniorforsker ved Nordlandsforskning og har doktorgrad i geografi med spesialisering i geopolitikk. Han forsker på hvordan klimaendringer, geopolitikk, transport og reiseliv påvirker Arktis-regionen. Han har en særlig interesse for samspillet mellom lokalsamfunn, regionale og nasjonale myndigheter og internasjonale aktører i nordområdene. 

Competence

Julien combines analysis of climate and environmental challenges, transport policy and sustainable development in Arctic communities with expertise in geopolitics, cartography and GIS (geographic information systems). He has researched topics such as sustainability in coastal communities, transport in peripheral regions, tourism in Svalbard, and the role of the EU in the Arctic. In connection with his research, he regularly conducts fieldwork in Arctic communities, in particular to conduct interviews with relevant stakeholders, and organizes interactive workshops with residents to collect data and input and stimulate discussions around sustainability in local communities. 

Education and work experience

Julien har en doktorgrad i geografi med spesialisering i geopolitikk fra Université Paris 8 Vincennes Saint-Denis, og mastergrader i både geopolitikk og geografi fra henholdsvis Université Paris 8 Vincennes Saint-Denis og Paris 1 Panthéon-Sorbonne. Før han kom til Nordlandsforskning, har han arbeidet som rådgiver i det franske utenriksdepartementet og har skrevet sin doktorgrad om geopolitikk og internasjonal sivil luftfart gjennom et forskningsprosjekt i samarbeid med Air France-KLM.

Ved Nordlandsforskning har han vært ansatt som seniorforsker siden 2021.

Projects and publications

Julien har deltatt og ledet arbeidspakkere i flere nasjonale og europeiske forskningsprosjekter, som EmpowerUs (bærekraftige og inkluderende kystsamfunn i Europa), Balancing Act (bærekraftig reiseliv i Svalbard), FACE-IT (effekter av klimaendringer i Arktis), NorValue (bærekraftig utvikling i nordiske kystsamfunn), og SmartMOVE (bærekraftig mobilitet i Europa). I tillegg til å jobbe med et internasjonalt nettverk av forskere som er basert i ulike land, har han også ledet regionale utredninger om transport og bærekraft med norske samarbeidspartnere.

He has published several articles in international journals such as Polar Geography , Marine Policy , Scandinavian Journal of Hospitality and Tourism , and Arctic Review on Law and Politics in connection with his research work.

Dissemination

Julien has written several articles, book chapters, and policy reports and notes aimed at various stakeholders, especially decision-makers at regional, national, and European levels. He has also worked as an examiner in higher education for courses on sustainability and local communities.
