Local transformation towards a low emission society.

Primary objectives:

• Identify how municipalities can contribute to societal transformation to a low-emission society.

• To contribute to theoretical and conceptual development of the term transformation.

Secondary objectives:

• To study how the processes of transformation is understood at the local level and how current local plans and priorities reflect this perspective.

• To gain insights on potential pathways for transformation at the municipal level.

• To identify key factors and transferrable learning examples that play a role in transformation at the municipal level.
