The allocation of the scare quoates of Norwegian-artic cod has caused severe political problems in the Norwegian fisheries for more than a decades. Goverment has been faced with confronting demands from different groups of fishermen. The political-administrative response has been a problematic political balance between equity and inequality. This paper argues that the solutions have had severe impacts on resource enhancement in the past. The paper focuses on the resons why this situation has come about. The problem of establishing legitimacy to resource management seems to be prevalent. The political limits for conducting a policy for sustainable development by the existing administrative institutions is highlighted in this context.
